Overview
Who Are We?
OCALI, a project of the Educational Service Center of Central Ohio (ESCCO), is a recognized global leader in creating and connecting resources and relationships to ensure that people with disabilities have the opportunity to live their best lives for their whole lives. As a trusted source, OCALI enhances, develops, and promotes high-quality programs and services to effectively equip anyone who cares for, supports, educates, employs, or works with individuals with disabilities across the lifespan.
OCALI’s organizational structure includes two Centers of Excellence along with nine additional Centers that collectively focus on local and statewide-capacity building while strengthening policies and resources that guide services and supports for people with disabilities, as well as for families, educators, service providers, and professionals.
Additionally, in its commitment to narrow the gap between state policy and its translation to “boots-on-the ground”, OCALI has established an Office of Strategic Connection to keep OCALI informed and connected to the goals, priorities, and initiatives of state agencies, diligently working to align field practices to state policy.
OCALI hosts a highly regarded annual conference of autism and disabilities leaders from across the nation and around the world. OCALICON provides a gathering of state and national leaders, educators, parents, service providers, self-advocates, scholars, and policy makers focused on common concerns and shared proven solutions addressing issues and challenges experienced by people with autism, sensory disabilities, and low-incidence disabilities across their lifespan.
Based on a respect for people with autism and low incidence disabilities and our belief in their right, need, and desire to achieve their full potential, OCALI inspires change and promotes access to improve their outcomes through leadership, training and professional development, technical assistance, collaboration, and technology.
Statement of Purpose
The purpose of this Request for Proposal (RFP) is to obtain an external evaluator to work with OCALI staff on evaluation of deliverables within OCALI’s main contract with the Ohio Department of Education and Workforce, Office for Exceptional Children (DEW/OEC), for the 2025-2026 contract year. A summary of the major deliverables for this contract are included here:
Deliverable 1: Interagency Collaboration
Per R.C. § ORC 3323.34(A) OCALI will collaborate and consult with state agencies that serve persons with autism and low incidence disabilities. This includes but is not limited to:
- Per R.C. § ORC 3323.31 OCALI will participate as a member of the Interagency Workgroup on Autism, established by the director of the Ohio Department of Developmental Disabilities.
Deliverable 2: Services Specific to Supporting Learners Who are Blind, Visually Impaired, Deaf, and Hard of Hearing
To further support R.C. § ORC 3323.34 the OCALI will facilitate statewide capacity for students with low incidence and sensory disabilities through collaboration with the Ohio Deaf and Blind Education Services, including their educators, school administrators, students, and families.
Deliverable 3: Higher-Ed
Per R.C. § ORC 3323.34(B), OCALI will engage with Ohio Institutions of Higher Education in the development and implementation of teacher preparation courses and professional development for general and special educators, as well as related service providers, serving persons with autism spectrum disorders and low incidence disabilities.
Deliverable 4: SST Collaboration
OCALI will maintain ongoing relationships with State Support Team (SST) personnel to help further connect students, families, and state agencies with supports and resources.
Deliverable 5: Family and Professional Organizations
Per R.C. § ORC 3323.34(C), OCALI’s Family and Community Outreach Center will collaborate with parent and professional organizations to equip and empower families with knowledge, information, and resources. OCALI will support the overarching objective by raising awareness and acceptance within the community, by making connections, and making resources closer and more accessible to those who need them most.
Deliverable 6: Technical Assistance and Professional Development
Per R.C. § ORC 3323.34(D), OCALI will create, update, and implement professional development, technical assistance, intervention services, and research in the treatment of persons with autism and low incidence disabilities.
Technical assistance will be provided to school districts and other special education service providers through designing and implementing statewide, regional, and district level professional development (PD) opportunities. This assistance may include support that addresses educational assessments, evidence-based programming, and high leverage instructional practices for general and special educators serving students with autism spectrum disorders, low incidence disabilities, and/or other disabilities. OCALI will perform this work daily, which encompasses ongoing responsibilities required to manage and maintain requests by DEW, regional entities, and districts. Technical Assistance will be guided by DEW’s directives and focus areas.
In continuation of ongoing PD efforts to implement action, and deliver evidence-based programs and technical assistance for districts and special education service providers OCALI will develop, perform, and/or maintain specifically outlined duties per R.C. § 3323.34(E).
Deliverable 7: Center of Excellence on Instructional Practice (COE)
OCALI’s Center of Excellence will provide support and inclusive practices at the state, regional, and district levels which will build capacity in regional support systems to provide expertise, coaching, and support to districts. Both children and adults will be included in learning with general education peers per the IDEA requirement (1412(a)(5)of U.S. Code Title 20) that students be placed in the least restrictive environment. This is an area of growth and improvement for Ohio, to better support all educators to provide instruction, accommodations, and modifications for students in the general education classroom. This also includes support for all educators on how to leverage and apply Universal design for learning, assistive technology, and high leverage practices for diverse learners specifically in the Least Restrictive environment. This work is crucial to systems building and succession planning.
Deliverable 8: Equipment and Resources
Per ORC § 3323.35 and 3323.34(F), OCALI will develop and manage a statewide clearinghouse for information about autism spectrum disorders and low incidence disabilities.
Deliverable 9: Sourcing and Producing Accessible Educational Materials
To further support ORC §§ 3323.34 OCALI will implement the National Instructional Materials Accessibility Standards (NIMAS) legislation by obtaining, producing, and maintaining Accessible Educational Materials (AEM) in alternate formats (braille, large print, audio, and digital text) for Ohio school districts for students with print disabilities with specific tasks outlined by DEW.
Deliverable 10: Surrogate Parent
OCALI will support DEW in sustaining efforts pertaining to Surrogate Parent training per ORC § 3323.05 , ORC § 3323.051, and IDEA, CFR 300.519.
Intellectual Property
The ESCCO, on behalf of OCALI, is the sole owner of all content and materials developed under this RFP. OCALI retains the distribution rights to any content or materials to exercise as it deems appropriate. Selected evaluators may not use, reuse, distribute, publish, or base derivative works upon such materials without the express, prior written consent of the ESCCO.
Request for Proposal
The ESCCO, on behalf of OCALI, seeks a proposal for external evaluation services. These services must fulfill the following:
- Formative and summative evaluation of contract deliverables;
- Strategic consulting to support executive thought leadership, expansion of organizational efficiencies, outcomes, and organizational culture; guide organizational priorities, such as organizational development to increase partnerships with state agencies and representatives; and heighten business development efforts and stakeholder engagement;
- Production of monthly reports to accompany invoices,
- Provide written reports in electronic reproducible format to the Ohio Department of Education and Workforce (DEW) on a quarterly basis as follows:
- First report due by the end of September of each year;
- Second report due by the end of December of each year;
- Third report due by the end of March of each year; and
- Fourth report due by the end of June of each year.
- Additionally, a final written report of the external evaluation results in electronic reproducible format must be provided to DEW by the end of June of each year.
Requirements for Proposal Preparation (Phase 1)
Given the collaborative nature of the contractual work, all applicants must have the demonstrated ability to work seamlessly with teams to identify and leverage knowledge and resources.
Responses must communicate an understanding of the scope and deliverables of the RFP, describe how the tasks are to be performed, and identify potential problems in meeting the deliverables as well as methods to identify and solve such problems.
Please submit the following as part of the official proposal (organize and label sections accordingly). The submission will become the basis on which OCALI will judge the applicant’s ability to perform the services included in the RFP.
Phase 1: The proposal submitted in response to this RFP must include the following documents:
- Technical Proposal: (Organize and label sections accordingly)
- Cover page: Include company name, contact information, company biography, and proposal summary, signed by the respondent;
- Narrative Plan: Communicates approach to delivering services requested, proposed timeline for execution and support, commitment to understanding OCALI’s vision and providing services that align with our mission and core function, ability to work collaboratively with client teams and other vendors, and method to project management;
- Organizational Capacity: Resumes and/or summary biographies of the key personnel with detailed description of their roles related to the evaluation; description of any subcontractors and their work, including but not limited to resumes and/or summary biographies;
- Related Project Experience: Evidence of successful evaluation of contracts of similar size, scope, and complexity, as detailed above, including demonstration of ability to work collaboratively with client teams and other vendors; experience with educational and/or instructional contracts preferred and should be highlighted;
- Recommendations: Two professional references/letters of recommendation from two current clients with similar work and customers as OCALI. Current shall mean references for whom the vendor has performed work within the past 12 months. Organization name and contact information must be provided.
- Cost Proposal:
- Pricing Structure – outline pricing for services required to meet the requested items.
- Contract Agreement – provide sample contract language typically used by your organization.
- Work Sample: At least three samples of relevant evaluation reports; educational and/or instructional evaluation preferred.
PLEASE NOTE:
- Responses must follow the prescribed format, or they shall be deemed non-responsive. Incomplete or late responses may be removed from consideration.
- The cover page must be signed by the respondent.
- Proposals should be prepared simply and economically, avoiding the use of elaborate promotional materials beyond those sufficient to provide complete presentation.
- Any proprietary material submitted with the proposal that is considered confidential by the bidder must specifically be so identified, and the basis for such confidentiality must be specifically set forth in the proposal.
- Submission of quote does not constitute any type of binding Agreement or Contract between ESCCO/OCALI and respondent.
- ESCCO/OCALI assumes no responsibility for any cost incurred in developing a response to this RFP.
- ESCCO/OCALI reserves the right to accept or reject responses to this RFP at its sole discretion.
- ESCCO/OCALI’s decision is final with respect to the awarding of this Contract.

Duties
Contractor shall hold himself/herself/itself available to render and shall render at the request of the ESCCO/OCALI, the services set forth in the scope of work above for the benefit of the ESCCO/OCALI. Contractor shall devote such time as may be reasonably required to perform Contractor’s duties under the contract. Contractor will maintain, for the duration of the Contract, any certificate or license required by law to perform the services required by this RFP.
Contractor shall perform all services with reasonable care, skill, and diligence as would normally be provided by an experienced consultant and in accordance with industry standards.
Other Requirements Include
Contractor must provide a W-9 with a valid EIN or be registered with the Ohio Secretary of State.
Contractor must complete the Standard Affirmation & Disclosure Form to abide with Executive Order 2011-12K affirming no services of the contractor or its subcontractors under this Contract will be performed outside the United States.
Contractor shall secure professional liability insurance and any other insurances required by law.
At the Contractors sole cost, Contractor shall maintain a comprehensive knowledge regarding evidence-based practices and systems practices leading to positive outcomes for students. Contractor shall, at all times during the term of this Contract and at Contractor’s own expense, comply with all applicable federal, state, and local laws, rules, and regulations, and shall maintain in force all licenses and permits required for performance under this Contract.
Contractor shall be responsible for the purchase and use of all equipment necessary to perform the Services, except that ESCCO/OCALI may elect to provide Contractor access to a computer and/or computer network in order to facilitate Contractor’s secure access to, and provision of, information related to the performance of Contractor’s duties and to facilitate communication with ESCCO/OCALI. Any access to or use of ESCCO/OCALI computers or computer networks shall be subject to all ESCCO/OCALI policies governing such use by ESCCO/OCALI employees.
Finding for Recovery
Contractor represents that he/she/it is not subject to any unresolved findings for recovery resulting from an audit conducted by the Auditor of State between January 1, 2001, and the present time. Contractor further represents that neither the Contractor nor any of its principal officers are listed in the Auditor of State’s database of persons’ subject to such findings.
Evaluation
Selection of Contractor will be based on the following criteria:
- Name, position, and contact information for one primary contact.
- Narrative response describing how the Applicant would use its expertise to meet the objectives outlined in the scope of work.
- Narrative response describing the Applicant’s competence to perform the required services as indicated by the education and experience of the Applicant’s personnel, especially the education and experience of the employee(s) who would be assigned to perform the services.
- Ability in terms of workload and availability of qualified personnel to perform the required services competently.
- Evidence of successful implementation of services similar to the scope of work outlined, provided within the last 12 months.
- Evidence of knowledge and experience in providing products/services that meet the needs of people with disabilities, as well as a commitment to fostering an inclusive and accessible environment.
- Recommendations/references from a minimum two (2) current or previous clients.
- Overall cost of products/services.
- (Possible) The interview process and Phase 2 proposed plan of evaluation
Additional considerations:
- Ohio-based business OR business located outside Ohio but with a local office.
- Prior work with OCALI or a similar organization.
- Knowledge of Ohio agencies, systems, initiatives, and/or policies impacting the population served by OCALI.
At its discretion, the ESCCO/OCALI is not required to select the Contractor that submits the lowest cost proposal for providing the services. Instead, the ESCCO/OCALI intends to select the Contractor submitting the proposal deemed by the ESCCO/OCALI to be in the ESCCO/OCALI’s best interest. In making its selection, the ESCCO/OCALI may consider any other information, including information not requested in this RFP or not included in the proposals received.
In the event the ESCCO/OCALI is unable to negotiate a satisfactory contract with the top ranked Contractor, the ESCCO/OCALI may terminate negotiations with that Contractor and enter into negotiations with the Contractor submitting the proposal ranked next best. This RFP is not and shall not be construed as an offer of a contract by the ESCCO/OCALI. Any contractual arrangement will be evidenced solely by a Contract authorized by the ESCCO/OCALI.
Notification
All applicants will receive notification of the awarded contract by Friday, September 26, 2025. Notification will be sent to the primary contact by email.
The ESCCO/OCALI reserves the right to reject any and all proposals where the contractor takes exception to the terms and conditions of the RFP or fails to meet the terms and conditions, including but not limited to, standards, specifications, and requirements as specified in the RFP.
The ESCCO/OCALI reserves the right to reject, in whole or in part, any and all proposals where the ESCCO/OCALI, taking into consideration factors including but not limited to, price and the results of the evaluation process, has determined that award of a contract would not be in the best interest of the ESCCO/OCALI or the state.
- Past performances as reflected by the evaluations of previous clients with respect to factors such as control of costs, quality of work and meeting of deadlines; and other similar factors;
- The services offered are not in compliance with the requirements, specifications, and terms and conditions set forth in the RFP;
- Pricing offered is considered to be excessive in comparison with existing market conditions or exceeds the available funds of the state; or
- It is determined that award of a contract would not be in the best interests of the state.
The ESCCO/OCALI may award a contract in whole or in part to one or multiple contractors. Notice of any potential partial and/or multiple party award(s) shall be provided in the RFP.
External Evaluator RFP Questions and Responses
Q1. The RFP requests proposals for the "evaluation of deliverables within OCALI’s main contract . . . for the 2025-2026 contract year." What are the start and end dates of the 2025-2026 contract year?
A. The start and end dates for 2025-2026 are July 1, 2025, through June 30, 2026.
Q2. The external evaluation services that must be fulfilled include monthly reports due at the end of September, December, March, and June of "each year." How many total monthly reports will be due, given the awards will be announced as late as September 26th and the Statement of Purpose indicates the contract will last for one year?
A. For the results of the ongoing external evaluation, OCALI will ensure that written reports of such results are provided to DEW on a quarterly basis each year as follows:
- First report due by the end of October or middle of November (TBD).
- Second report due by the end of December.
- Third report due by the end of March.
- Fourth report due by the end of June.
- Additionally, OCALI will ensure that a final written report of the external evaluation results are provided to DEW by the end of June each year.

Q4. Will you please confirm the intended project period for the initial award? Is the contract expected to begin immediately following the award announcement on September 26, 2025, and conclude at the end of June 2026, in alignment with the final report deadline?
A. We are asking the external evaluator to evaluate the period from July 1, 2025 – June 30, 2026. The contract should start right after September 26th and run thru June 30, 2026.
Q5. Is the initial award intended to be a single-year contract, or is there potential for a multi-year engagement based on performance, evolving needs, or strategic priorities? If multiyear, are there anticipated renewal or extension processes of which we should be aware?
A. This is a single year contract.
Q6. Should the cost proposal reflect only the scope of work for the 2025–2026 contract year, or would you prefer inclusion of a scalability budget approach in case of future expansion or multiyear engagement?

Q7. Is there a specific budget or funding amount allocated for this project, or a range that applicants should consider when developing their proposal?

A. A new RFP for external evaluator is posted annually with a contract offered for that year.
Q10. What was the previous budget for 2024-2025? Is the anticipated total budget / budget range for the coming year expected to be similar?
A. The not to exceed amount would be $280,000.00.
Q11. Who is the incumbent agency / organization currently providing evaluation services? If a different provider is selected for the coming year, how will the transition process be supported?
A. Obelisk Consulting Services had the contract for 2024-2025. Any transition is TBD.
Q12. Confirming that due to client confidentiality, work examples can be redacted / reduced in size to what is approved for sharing externally. (We can provide outlines of full report scopes / evaluation instruments / assessments / etc., but there are instances where we may not be able to share full reports / examples of forms that are considered the intellectual property of our clients.)

Q13. Are there any limitations / rules against leveraging specific technology or AI functionality to assist in performing any functions of the external evaluation duties requested?
A. We are not aware of any limitations except with off shore services and data protection.

Statement of Purpose
The purpose of this Request for Proposal (RFP) is to obtain competitive proposals from companies qualified and interested in providing Laravel-based web development services.

Request for Proposal
The ESCCO on behalf of OCALI seeks a proposal for web development services, specifically dedicated junior and/or senior Laravel programmers, to support a range of web-based applications. OCALI expects to partner with the selected vendor throughout the remainder of our fiscal year ending June 30, 2026 to prioritize and build features that meet both concrete project requirements and abstract system requirements as determined by the team.
Examples of projects may include:
- Building features attached to a user account that “travel with” the user across all OCALI sites.
- Improving features for our learning management system that:
- Gamify a learning journey, such as integrating badge rewards for achievements and completion of individual or grouped learning milestones.
- Customize possible next steps in a learning journey based on user activity and a user’s set goals.
- Enable team leaders to assign resources from a large set of options and track team member completion of those activities.
- Establishing a method of delivering complex information to our users in a mobile-friendly way.
- Enhancing data capture and reporting.
- Facilitating a web security audit to inform on technology weaknesses.
Vendor must demonstrate strong skills in developing solutions to projects similar to the above examples from concept through launch.
We anticipate that once the winning proposal is selected, we will work with that vendor to discuss specifics and adjust based on the evaluation criteria. At that point, we are willing to work with budgets for whoever is awarded the agreement, with the final contract being built upon those discussions.

- Work Samples: Links to recent web applications and/or code samples which demonstrate expertise building out solutions similar in scope to our needs as addressed in section “Request for Proposal” for which your organization was the primary developer and familiarity with the Laravel framework (e.g. open-source packages). Examples/case studies that showcase your organization’s success with helping clients to solve similar business problems. OCALI may request specific samples be presented live.

Duties
Contractor shall hold himself/herself/itself available to render and shall render at the request of the ESCCO/OCALI, the services set forth in the scope of work above for the benefit of the ESCCO/OCALI. Contractor shall devote such time as may be reasonably required to perform Contractor’s duties under the contract. Contractor will maintain, for the duration of the Contract, any certificate or license required by law to perform the services required by this RFP.
Contractor shall perform all services with reasonable care, skill, and diligence as would normally be provided by an experienced consultant and in accordance with industry standards.
Other Requirements Include
Contractor must provide a W-9 with a valid EIN or be registered with the Ohio Secretary of State.
Contractor must complete the Standard Affirmation & Disclosure Form to abide with Executive Order 2011-12K affirming no services of the contractor or its subcontractors under this Contract will be performed outside the United States.
Contractor shall secure professional liability insurance and any other insurances required by law.
At the Contractor's sole cost, Contractor shall maintain a comprehensive knowledge regarding technologies required to meet the terms of the contract. Contractor shall, at all times during the term of this Contract and at Contractor’s own expense, comply with all applicable federal, state, and local laws, rules and regulations, and shall maintain in force all licenses and permits required for performance under this Contract.
Contractor shall be responsible for the purchase and use of all equipment necessary to perform the Services, except that ESCCO/OCALI may elect to provide Contractor access to a computer and/or computer network in order to facilitate Contractor’s secure access to, and provision of, information related to the performance of Contractor’s duties and to facilitate communication with ESCCO/OCALI. Any access to or use of ESCCO/OCALI computers or computer networks shall be subject to all ESCCO/OCALI policies governing such use by ESCCO/OCALI employees.
Finding for Recovery
Contractor represents that he/she/it is not subject to any unresolved findings for recovery resulting from an audit conducted by the Auditor of State between January 1, 2001, and the present time. Contractor further represents that neither the Contractor nor any of its principal officers are listed in the Auditor of State’s database of persons’ subject to such findings.
Evaluation
Selection of Contractor will be based on the following criteria:
- Name, position, and contact information for one primary contact.
- Narrative response, as outlined in 1.B. above, describing how the Applicant would deliver its web development services.
- Narrative response describing the Applicant’s competence to perform the required services as indicated by the education and experience of the Applicant’s personnel, especially the education and experience of the employee(s) who likely would be assigned to perform the services.
- Ability in terms of workload and availability of qualified personnel to perform the required services competently.
- Ability to partner with OCALI developers and product owners to scope project requirements, balance competing technical and project management demands, and deliver value to users.
- Evidence of recent successful implementation of services similar to the scope of work outlined.
- Evidence of recent web applications and/or code samples (e.g. open-source packages) for which your organization was the primary developer.
- Evidence of contributions to field and commitment to knowledge transfer.
- Overall cost of products/services.
Additional Considerations:
- Prior work with OCALI or a similar organization.
- Knowledge, application of, and commitment to advancing web accessibility practices.
- Demonstrated experience building online learning management systems.
- Demonstrated experience working with data and reporting portals such as Filament.
- Knowledge of Ohio agencies, systems, initiatives, and/or policies impacting the population served by OCALI.
At its discretion, the ESCCO/OCALI is not required to select the Contractor that submits the lowest cost proposal for providing the services. Instead, the ESCCO/OCALI intends to select the Contractor submitting the proposal deemed by the ESCCO/OCALI to be in the ESCCO/OCALI’s best interest. In making its selection, the ESCCO/OCALI may consider any other information, including information not requested in this RFP or not included in the proposals received.
In the event the ESCCO/OCALI is unable to negotiate a satisfactory contract with the top ranked Contractor, the ESCCO/OCALI may terminate negotiations with that Contractor and enter into negotiations with the Contractor submitting the proposal ranked next best. This RFP is not and shall not be construed as an offer of a contract by the ESCCO/OCALI. Any contractual arrangement will be evidenced solely by a Contract authorized by the ESCCO/OCALI.
Notification
All applicants will receive notification of the awarded contract by EOD Thursday, September 18, 2025. Notification will be sent to the primary contact by email.
The ESCCO/OCALI reserves the right to reject any and all proposals where the contractor takes exception to the terms and conditions of the RFP or fails to meet the terms and conditions, including but not limited to, standards, specifications, and requirements as specified in the RFP.
The ESCCO/OCALI reserves the right to reject, in whole or in part, any and all proposals where the ESCCO/OCALI, taking into consideration factors including but not limited to, price and the results of the evaluation process, has determined that award of a contract would not be in the best interest of the ESCCO/OCALI or the state. Other factors may include:
- Past performances as reflected by the evaluations of previous clients with respect to factors such as control of costs, quality of work, meeting of deadlines, and other similar factors;
- The services offered are not in compliance with the requirements, specifications, and terms and conditions set forth in the RFP;
- Pricing offered is considered to be excessive in comparison with existing market conditions or exceeds the available funds of the state; or
- It is determined that award of a contract would not be in the best interests of the state.
The ESCCO/OCALI may award a contract in whole or in part to one or multiple contractors. Notice of any potential partial and/or multiple party award(s) shall be provided in the RFP.
Request for Proposal: Laravel-Based Web Development Services (2025-2026)
Q1. Will the selected vendor be working exclusively on new feature development, or will maintenance and bug fixes for existing Laravel applications also be part of the scope?
A. The selected vendor will mainly be working on new feature development or enhancements to existing features, but there may be some work on maintenance and bug fixes if time allows.
Q2. Can you provide more detail on the current technology stack (e.g., Laravel version, database, hosting environment, front-end frameworks)?
A. The current technology stack is Laravel 12, MySQL 8, Forge/Envoyer, Digital Ocean, Bootstrap, Livewire/AlpineJS/jQuery.
Q3. Are there any third-party integrations (e.g., LMS systems, SSO, state databases, reporting tools) that the vendor should expect to support or extend?
A. We use Laravel Filament for admin/reporting, so there my be some Filament work in this contract. Otherwise, we don’t anticipate work in this contract on our other third-party integrations.
Q4. You mention gamification and learning journey features—are these enhancements to an existing system or a new module to be built from scratch?
A. We have done some initial work on gamification and learning journey, so this contract may include work on those existing features and may also include developing new features in that space.
Q5. For the web security audit: is the expectation that the vendor conducts the audit internally, or coordinates with a third-party firm?
A. We are open to either an internal or third-party security audit, so we’d be interested to hear about past experiences from each applying vendor.
Q6. How many dedicated Laravel developers is OCALI expecting from the awarded vendor (minimum/ideal team size)?
A. We prefer to work with a single team of no more than three programmers for the duration of the contract. Additionally, we prefer to work with a contractor that has a dedicated project manager assigned to this contract. The selected vendor will work alongside OCALI's web development team, which consists of one senior developer, two staff developers, two front-end developers, and two project managers.
Q7. Will multiple vendors potentially be awarded, or will one vendor be selected for the entire scope?
A. Yes, we may award a contract in whole or in part to one or multiple contractors.
Q8. For subcontractors, does OCALI require pre-approval before assigning them to project work?
A. OCALI does not require pre-approval. Contractor must complete the Standard Affirmation & Disclosure Form to abide with Executive Order 2011-12K affirming no services of subcontractors under this Contract will be performed outside the United States.
Q9. What project management tools and methodologies does OCALI currently use (e.g., Jira, Agile sprints, Kanban)?
A. We primarily use Trello for project management and Slack for team communication.
Q10. Will OCALI assign a dedicated product owner or technical lead for day-to-day coordination with the vendor?
A. Yes, we have two project managers who will assist with day-to-day coordination, and we may also include additional product owners on specific projects.
Q11. What level of collaboration is expected with OCALI’s internal developers—pair programming, code reviews, or primarily handoff of features?
A. Our typical process is that contract developers will work on features independently and pair with our team as needed, then once a contractor pull request is ready, our team will review and launch the PR.
Q12. Will OCALI provide development environments, or is the vendor expected to host staging/test environments?
A. We will provide OCALI-hosted staging/test environments.
Q13. Since all services must be performed within the U.S., are there restrictions on remote work across states, or just outside the country?
A. Contractor must complete the Standard Affirmation & Disclosure Form to abide with Executive Order 2011-12K affirming no services of the contractor or its subcontractors under this Contract will be performed outside the United States. There are no restrictions on work conducted in states other than Ohio.
Q14. Can OCALI clarify the budget range for this engagement, or should vendors propose based on scope assumptions?
A. The budget for this contract has been set in the range of $200K-$400K. We anticipate that once the winning proposal is selected that we will work with that vendor and discuss specifics. At that point, we are willing to work with budgets for whoever is awarded the agreement, based on the evaluation criteria. The final contract will be built upon those discussions.
